The Natural Heritage Trust (NHT) is a not-for-profit public benefit corporation of the State of New York and is recognized as a tax-exempt organization under section 501(c)(3) of the federal Internal Revenue Code. The NHT accepts and manages private funds, gifts, and grants for developing, improving, and/or maintaining public programs in conservation, recreation, historic preservation and community improvement in New York State.

The NHT, through its fundraising efforts, has helped to preserve open space, parklands and historic sites and assisted with local, regional, and statewide conservation and quality community initiatives as part of its affiliation with the New York State Office of Parks, Recreation and Historic Preservation and the Departments of State and Environmental Conservation. Members of the public may attend the meeting at this location.

Pursuant to Part 617 of the implementing regulations pertaining to Article 8 (State Environmental Quality Review) of the Environmental Conservation Law, New York State Office of Parks, Recreation and Historic Preservation (OPRHP), as lead agency, has prepared a Draft Generic Environmental Impact Statement (DGEIS) regarding the adoption and implementation of the 2025-2030 Statewide Comprehensive Outdoor Recreation Plan (SCORP).

This State Environmental Quality Review (SEQR) Type I action involves adoption and implementation of the SCORP for 2025-2030. The SCORP is prepared periodically by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) to provide statewide policy direction and to fulfill the agency's recreation and preservation mandate. The updated SCORP serves as a status report and as an overall guidance document for recreation, resource preservation, planning, and development from 2025 through 2030. The document is also used to guide the allocation of state and federal funds for recreation and open space projects. The direction for recreation in New York State is guided by several priorities, with associated goals and recommendations. OPRHP seeks to broaden and improve the visitor experience by cultivating an outdoor recreation system that is welcoming, safe, inclusive, affordable, and accessible. OPRHP seeks to restore, enhance, and transform its facilities with an emphasis on conservation, restoration, and resiliency of natural and historic resources. OPRHP can fulfill its obligation to provide the public with quality and equitable access to outdoor recreation and education opportunities, while celebrating diverse backgrounds, experiences, and perspectives. Potential environmental impacts associated with adoption and implementation of the plan, as well as mitigation measures that could be taken to reduce potential impacts, are included as a part of the Plan which, in its entirety, constitutes a Draft Generic Environmental Impact Statement.

Webinar Information: The NYS Office of Parks, Recreation and Historic Preservation (OPRHP) will hold two public webinars to provide information on SCORP and offer the public an opportunity to comment on the Draft SCORP/DGEIS. The webinars will be held on Thursday, October 2, 2025 at 1:00 PM and 6:30 PM. People wishing to attend a webinar should send an email requesting registration to SCORP2025.Plan@parks.ny.gov with their name, title and organization (if applicable) and which webinar they plan to attend. A registration confirmation email will be sent. The webinar link and information on how to join the event will be sent three working days prior to the webinar. The deadline to register is Monday, September 29, 2025 at 5:00 PM.

Availability of Draft GEIS and Comments: A hard copy of the Draft SCORP/DGEIS is available at the following location: NYS OPRHP DESP-Planning and Analysis Bureau, 2nd Floor, 625 Broadway, Albany NY 12238. The document can also be reviewed on OPRHP's website at: https://parks.ny.gov/inside-our-agency/master-plans.aspx. Copies can be requested via email at SCORP2025.Plan@parks.ny.gov. State Parks Niagara River Greenway Standing Committee to Meet (09/10/2025)

The New York State Office of Parks, Recreation and Historic Preservation Niagara River Greenway Standing Committee (State Parks Standing Committee) will meet on Wednesday, September 10 at 11:00 a.m. The meeting will take place in the Castellani Building at DeVeaux Woods State Park, 3160 DeVeaux Woods Dr, Niagara Falls.

The committee will vote to approve funding for the 2025 and 2026 Niagara Gorge Crew which is responsible for trail maintenance in the Niagara Gorge.

The State Parks Standing Committee receives funds from New York Power Authority (NYPA) as part of a settlement agreement related to the 50-year license received by NYPA in 2007 for the operation of the Niagara Power Project. In addition to the State Parks Standing Committee, three other standing committees were created to disperse funds those groups received in other settlement agreements with NYPA. The other committees are the Greenway Ecological Standing Committee, Host Community Greenway Fund Standing Committee and the Buffalo and Erie County Greenway Fund Standing Committee.

The Niagara River Greenway Commission is a public benefit corporation established by Chapter 460 of the laws of 2004 and charged with the planning and development of a greenway of interconnected parks, river access points and waterfront trails along the Niagara River from Lake Erie to Lake Ontario at the site of the historic Fort Niagara.

Harriman State Park Deer Management Public Information Sessions (08/13/2025)

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) and the Palisades Interstate Park Commission (PIPC) are preparing to implement a deer management program that includes recreational hunting in Harriman State Park, located in Orange and Rockland Counties, NY. Two virtual public information sessions about the management program will be held on Wednesday, August 13 using the online Webex app. The first session will take place from 1:00 - 2:30 pm and the second will take place from 6:00 - 7:30 pm.

At each information session, OPRHP and PIPC staff will share a presentation about deer impacts to the park and the deer management program. Participants will have the opportunity to provide a brief comment at the end of the presentation. Each session will cover the same material.

Harriman State Park suffers from decades of over-browsing by white-tailed deer that has resulted in severely degraded forests, the loss of habitat for other species, and poor nutritional health within the deer population. The goal of management efforts is to manage white-tailed deer populations within the park at a level appropriate to support forest regeneration and resilient natural communities; enhance habitat for forest-dependent wildlife; and provide for safe and enjoyable recreational and educational opportunities. To address deer impacts, a portion of Harriman State Park will be opened to recreational hunting, with restrictions on season length, implements, and the number of permits issued. A lottery system would be used for awarding permits.

Deer hunting is permitted in 65 NY State Parks and Historic Sites statewide, including seven State Parks in the Palisades Region (Harriman State Park west of the NYS Thruway, Highland Lakes State Park, Lake Superior State Park, Minnewaska State Park Preserve, Schunnemunk State Park, Sterling Forest State Park, and Storm King State Park), as well as in seven NY State Parks & Historic Sites in the nearby Taconic Region on the east side of the Hudson River.
